Restaurant and bar opening roadmap: what owners say, and where to start

What owners and studies report
- Approvals depend on each other. In a r/KitchenConfidential thread on permit frustrations, one commenter describes needing fire and building inspections before the liquor license, and a registered business with inspections before getting internet or card processing. - First-time owners find guidance hard to follow. A Fairfax County (Virginia) Auditor study of the restaurant permitting process found owners wanted clearer, restaurant-specific guidance, and that none of those interviewed knew of the county's restaurant guide. - Some owners hire help. The Institute for Justice reports owners who hired expediters to manage local permits and state liquor approvals because the process was hard to research. Source: Institute for Justice: Restaurant (read 2026-10-17).
A general order of operations to confirm locally
- Pick your city or county and ask its planning or zoning office whether your address allows a restaurant or bar.
- Open your state page here and read the alcohol authority and food-service program pages for license types and application steps.
- Register the business and get state tax accounts through your state's business pages (the IRS links on each state page lead there).
- Ask the local health department about plan review before construction, if your area requires it.
- Ask each agency which inspections must come first, and write the sequence down.
The U.S. Small Business Administration also publishes a general guide to business licenses and permits: SBA: Apply for licenses and permits.
